Ceiling panels and textured ceilings

EPA's mobile-home resource guide lists textured paint and the patching compounds on wall and ceiling joints among the possible asbestos sources in older units. Ceiling panels and tiles are not named there, but they belong on the survey list whenever they will be cut, taken down or replaced. Water stains from roof leaks are common in older units, and damaged panels or texture move up the priority list.

Floors and sheet vinyl

Vinyl floor tile, the backing on sheet vinyl and the adhesives beneath both appear on EPA's list for older mobile homes, and factory flooring was laid on the assembly line before the walls went up. Ducts, furnace closets and belly insulation

In the factory sequence EPA describes, heating and cooling ducts are fitted to the steel frame before the floor goes on, so they sit beneath the floor deck. EPA lists pipe insulation and older furnace door gaskets as possible sources, while duct wrap and belly materials are simply items to include in the survey rather than known asbestos. Any work that opens the belly or swaps the furnace should be sampled first.

Removing or replacing an entire home in a park

Under EPA's federal interpretation, a mobile home is demolished when it is removed from its foundation walls, and two or more homes under one owner become an installation. Rule 1403 uses the same definitions but covers residential structures without the federal four-unit cutoff, so a survey and notification can apply even to a single home. Park owners clearing several spaces should treat the job as one regulated project and confirm the details with South Coast AQMD.

Questions about older manufactured homes

Did homes built after 1976 stop using asbestos?

No date is a safe cutoff. HUD's national construction code took effect on June 15, 1976, and EPA notes that homes built before then used a wider variety of materials. The HUD code sets performance standards rather than banning asbestos, and EPA's rule ending the remaining uses of chrysotile only came in 2024, so a 1980s unit still gets tested before demolition or a major remodel.

What about the roof coating?

Older metal roofs were often recoated, and some coatings did contain asbestos: Oregon DEQ documented one mobile-home roof coating at about 3 percent asbestos in 2016. That is an example, not a rule, and many coatings test negative. If a roof is being recoated, torn off or replaced, add it to the survey.

Can I do the work myself?

If you own the home, live in it as a single-family residence and do the labor yourself, Rule 1403 may not apply to that renovation, although the district advises against it and still regulates the waste once it leaves the house. A rental, a vacant unit or hired helpers change that. Park rules may also restrict how and when work is done.
