Rule 1403 allows intact, nonfriable flooring to be removed under Procedure 3, adequate wetting: the material is kept wet while it is cut or lifted, drop cloths and tenting contain the area as far as practical, and only non-power tools are used.
When resilient floor covering stays nonfriable and has not been sanded, ground, cut or abraded, some of the rule's handling and training paperwork does not apply.
