Rule 1403 and Menifee houses
Under South Coast AQMD Rule 1403, any residential structure is a facility, and a renovation means removing material from it. When a contractor scrapes your ceiling, a Cal/OSHA-certified consultant who has passed an EPA building inspector course must survey first, unless the job is a single-family renovation removing less than 100 square feet of asbestos.
Once 100 square feet or more is involved, the contractor files a notification with the district no later than 10 working days before work begins and uses trained crews. Friable texture is normally removed wet under enclosure with HEPA-filtered air (dry removal needs written district approval), and the bagged waste leaves in sealed, labeled containers. The only full exemption is the resident owner of a single-family house doing the scraping personally, which the district discourages.
